Passport renewal for a child under the age of 12

For a child under the age of 12, passport renewal application can be submitted either through the self-service portal or by post.

NB! If you have access to e-services (ID-card, Mobile-ID or Smart-ID), then the most low-cost and easiest way to renew your child’s documents is through the self-service portal.

If you prefer to apply by post instead, please prepare and complete the following:

  • A filled-out application form (in English, in Estonianin Russian). Instructions can be found here.
  • A digital photo. Please e-mail your child’s digital foto to ppa@politsei.ee (the Police and Border Guard Board) with your child’s name and personal ID code/date of birth. Photo requirements can be found here.
  • Pay the state fee to the Ministry of Finance.
  • Send the filled-out application form and the receipt of the state fee payment by post to the below address:
