Passport renewal for a child over the age of 12 and for an adult

If it has been less than 6 years since the last passport application and the person has not since reached the age of 12, one can easily renew the documents at the self-service portal (requires a valid ID-card and PIN-codes) or by post.

NB! If you have access to e-services (ID-card, Mobile-ID or Smart-ID), then the most low-cost and easiest way to renew your documents is through the self-service portal.

If the previous is not available to you and you wish to apply by post, please prepare and complete the following:

  • A filled-out application form (in English, in Estonianin Russian). Instructions can be found here.
  • A digital photo. Please e-mail your digital foto to ppa@politsei.ee (the Police and Border Guard Board) with your name and personal ID code/date of birth. Photo requirements can be found here.
  • Pay the state fee to the Ministry of Finance.
  • Send the filled-out application form and the receipt of the state fee payment by post to the below address:

Police and Border Guard Administration
Pärnu mnt 139
