First ever passport for a child under the age of 12 can be applied for in the following ways:
- via the self-service portal;
- by post (by sending the application directly to Tallinn, Estonia);
- at the embassy in person.
APPLYING VIA THE SELF-SERVICE PORTAL
If the child has already been registered in the Estonian Population Registry, then the easiest and most low-cost option is to submit the application via the self-service portal.
If your child has not been registered in the Estonian Population Registry, please find the instructions on how to register your child HERE. Once this has been done, the parent can submit the application via the self-service portal (the parent will need a valid ID-card, pin-codes and an ID-card reader).
APPLYING BY POST
To apply by post, one would need to prepare and complete the following:
- Print out the standard application form (in English, in Estonian) and fill in the form in capital letters, using a dark ballpoint pen or ink pen.
- Print out the additional application form (in English; in Estonian) and fill in the form in capital letters, using a dark ballpoint pen or ink pen.
- A DIGITAL photo (physical/printed photos are not accepted). An applicants digital photo should be sent by email to [email protected], with the applicants name and the personal ID code/date of birth (photo requirements; video instructions).
- Original birth certificate (with both parents names).
NB! When issued by UK authorities, the documents should be confirmed with an apostille.
- Other parent’s written consent.
- Copies of both parent’s passports.
- The state fee to the Ministry of Finance (the state fees when applied by post can be found HERE).
- The application form, the supporting documents and a receipt of the state fee payment should be sent directly to the following address:

NB! The embassy does not offer photographing services.

- The state fee can be paid at the embassy (we only accept card payments).
Please bring a form of identification with you (passport/ID-card). Please note that driving licences are not accepted.
